James Horan has been practicing law since 1993. He joined SRDD Law as an associate in 2005 working in the Real Estate department. At SRDD Law, Horan has been the attorney to the Town of Wappinger, the Planning Board in the Towns of Wappinger and Union Vale, the Zoning Board of Appeals in the Town of Wappinger and has been appointed Special Assistant District Attorney for prosecution of Town & Village Code Violations and appeared in Supreme Court and Justice Court to prosecute violations.
Horan has advised Town Boards on all aspects of New York State and Federal Law with an emphasis on New York State Town Law, General Municipal Law, Public Officers Law and Civil Service Law. He has drafted Local Laws on a variety of subjects including Towing, Municipal Stormwater Management, NYS Uniform Code Implementation & Enforcement, Property Maintenance, Blasting, Zoning and Land Use as well as drafted appellate briefs and argued in Federal and State appellate courts including the precedent setting case of O’Mara v. Town of Wappinger involving subdivision plats.
Horan has litigated on behalf of municipalities and private parties in Federal and State Court trial courts and is and is an expert in environmental impact review under the State Environmental Quality Review Act (SEQRA).
Prior to SRDD Law, Horan had a general legal practice with extensive litigation experience before federal courts, state courts and administrative agencies in New York and New Jersey, including several high-profile cases of national interest. His practice focused on Intellectual Property and Commercial Litigation issues and commercial and residential real estate matters in New York and New Jersey.
In 2005, Horan was a professor at the Interboro Institute in Yonkers, New York where he Instructed paralegal students in Contract Law, Tort Law, Ethics, and Legal Research & Writing at a two-year college in an urban environment.
Prior to practicing law, Horan was an engineer at companies including; Grumman Aircraft Systems, Boeing Company and McDonnell Douglas.
